RE Tech is seeking a Senior Proposal Manager to manage and drive all aspects of the development of public and private sector proposals. This is an exciting opportunity to support the growth of a leading sustainability advisory firm and our efforts accelerate that transition to a low-carbon future.
The successful candidate will have a proven track record in leading team members across multiple teams in the preparation, development, and production of high quality, winning proposals.
This position is located within our McLean, Virginia office. After a successful onboarding, the position is open to a hybrid work model that includes a mix of in office and work from home, as well as flex scheduling. This role will, at times, require the employee to work extended workdays, including into the evening and on weekends to meet proposal deadlines. RE Tech supports workplace flexibility, enabling our team members to balance their working hours between busier and lighter periods.
Essential Job Functions / Job Duties and Responsibilities
- Collaborate across the leadership and growth teams, providing proposal leadership and support.
- Maintain and facilitate the go/no-go decision-making process.
- Drive and manage the development and submission of high-quality, compliant proposals from pre-RFP stage through delivery and close-out process.
- Analyze RFP documents and/or client scoping requests. Develop proposal checklists to ensure compliance, outlines, formats, and final products in collaboration with the Business Development Lead.
- Develop the proposal timeline and assignments, driving the process to ensure on time delivery.
- Prepare proposal and scope of work content, utilizing template language as appropriate, and drafting non-technical components, and supporting the development of technical components.
- Work with the Business Development Lead and technical leads to prepare pricing proposals.
- Sources and assemble materials needed which may include resumes, completion of forms, project examples, policies, company data, and/or subcontractor materials. Coordinate with the marketing team for timely inclusion of curated marketing materials into proposals.
- Service as a final reviewer for QA/QC and to ensure compliance with the RFP.
- Coordinate and support preparation of presentations and/or materials for prospective client calls, interviews and/or oral presentations.
- Develop and manage a content library or proposal automation solution.
- Manage HubSpot, our CRM platform.
- Maintain and revise associated processes to ensure successful outcomes. Track feedback provided on wins and losses and host internal after-action reviews. Utilize information to continuously assess and improve processes and techniques.
- Perform all other duties as assigned.
Essential Knowledge, Skills and Abilities
- Ability to prepare compliant, professionally produced proposals within customer defined timeframes.
- Coordinate and review / edit proposal input from a variety of stakeholders, typically involving contributions from sales, marketing, product teams, finance, commercial, legal and delivery.
- Ability to coach sales teams in persuasive writing and proposal best practice.
- Proficient written communication skills. Must be able to prepare proposal language and perform a final QA/QC review of proposals for grammar, formatting, language consistency, and compliance with RFP requirements.

- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams, SharePoint).
Required Experience
- 8+ years of professional work experience, with at least 5 years of proposal management experience, including public sector proposals
- Experience writing and editing proposals
- Expertise in managing a Customer Relationship Management
- Must be 18 years of age or older
Preferred, but not required education and/or experience:
- At least 1 year of direct supervisory experience, or, if not direct supervisory experience, indirectly overseeing and developing team members
- Experience managing HubSpot
- Experience managing proposal automation software
- Experience supporting business development function in a sustainability focused firm
- Shipley Method
- APMP certificate
